WHAT'S TAKING PLACE?

Several blue framed steel structures were erected on Eastbourne Pier at the beginning of the year. When asked at the time what they were going to be used for entrepreneur and pier owner Sheikh Abid Gulzar, said he had no plans for these - but as they are now being dressed in sturdy canopies - one wonders what purpose they will be put to when they are finished. Any ideas?
